The free world faces two related threats, according to Woody Brock. First, the likelihood of World War III is rapidly rising, owing to the large number of militaristically aggressive players, changes in the incentive structure of going to war, and the advent of “small” nuclear devices – all of which increase the risk that regional conflicts will morph into a global war. Second, the creation of a coalition of law-abiding nations – the only initiative capable of preventing such a war – appears less likely, given the growing probability of a second US presidency...
